Who we are

Mō Mātou

Kāpiti Housing Solutions is an independent charitable trust established to unlock affordable housing opportunities across the Kāpiti Coast. Supported by the Kāpiti Coast District Council, the trust operates with the flexibility to deliver housing solutions in new and innovative ways, while remaining deeply connected to our community.

Our Role

  • Unlock opportunities to build safe, warm, dry, and affordable homes

  • Partner widely with iwi, central government, community housing providers, developers, and social services.

  • Explore innovative models like shared equity and affordable rentals to support different housing pathways.

  • Keep people and whānau at the centre, ensuring our projects reflect the needs and aspirations of the Kāpiti community.


Kāpiti Housing Solutions is guided by a board of seven trustees who bring a wealth of experience in community housing, governance, property, and tikanga Māori. Together, they provide strong leadership and oversight to ensure the trust delivers housing solutions that reflect the needs and aspirations of the Kāpiti community.

Alison Cadman

Chair

Alison is an inaugural trustee and has been Chair since February. She has been working in the housing and community housing sector for many decades and has amassed vast knowledge and experience. Currently she has several roles – across management, governance, consultancy, advisory and mentoring – and the thread that ties them together is housing and community. She was the Chief Executive of Dwell Housing Trust. She began working for Dwell’s predecessor organisation the Wellington Housing Trust in 2003. She stepped out of her role at Dwell in 2024. Alison was awarded a Churchill Fellowship in 2013 and studied the growth of not-for-profit social housing organisations in the UK and Australia. She also spent some time in the UK at several London housing associations. She has a BA in sociology and a postgraduate certificate in Business.

With 30 years’ experience in property management, I am deeply passionate about housing, which includes all housing settings including, private rentals, public housing, social housing, and community housing. The Kapiti Coast has been my home for the last five decades. Born here in Kapiti, with deep family connections on the Coast. Company Director - Jade Property Management Jade Property Management currently manages over 570 properties in Kapiti and the Greater Wellington region, with most properties located between Paekākāriki and Otaki. Degree in Valuation and Property Management from Massey University

Paul Stroud

Phillip Stroud is a Reikorangi-based leader in housing, infrastructure, and sustainable community development. With more than 25 years’ experience across central and local government, Phillip has helped shape projects that deliver real, long-term benefits for people and the environment. He has led award-winning water supply and urban transformation programmes for Kāpiti Coast District Council, and guided national housing initiatives with the Ministry of Housing and Urban Development, enabling more than 9,000 new homes across New Zealand. Phillip is recognised for his collaborative approach — bringing iwi, councils, and communities together to find practical, future-focused solutions. He has also contributed to regional planning, environmental restoration, and sustainable tourism in the Kāpiti Coast area. Grounded in Reikorangi’s rural landscape, Phillip combines technical skill with an enduring commitment to people and place — helping communities thrive through well-designed, climate-resilient infrastructure.

Reverend Murray Edridge

Reverend Murray Edridge has worked for children and families throughout New Zealand for over 20 years. Coming from a commercial background as a Chartered Accountant, his initial professional career was in a variety of industries including energy distribution and retail, media, and education. He has been the Wellington City Missioner since May 2018. Before becoming the City Missioner, he was the Chief Executive of Barnardos New Zealand for over 8 years and a Deputy Chief Executive in the Ministry of Social Development for over 5 years. After leaving central Government, he was also the inaugural Chief Executive of Genesis Youth Trust. Murray has had governance and leadership roles in a range of business, community, church, and sporting organisations for many years. Married to Alyson for over 40 years, they have three adult children, and three mokopuna. They live in Waikanae in an intergenerational setting with children and grandchildren.

Kim Tahiti

Kim Tahiwi (Ngāti Toa, Te Ātiawa, Ngāti Raukawa ki te Tonga, and Muaūpoko) was born and raised in Ōtaki, where generations of her whānau have called home. With extensive experience in finance and housing development, Kim brings both professional expertise and deep local insight to her work supporting sustainable, community-led growth. Passionate about creating thriving communities that live in harmony with the land, Kim champions sustainable living — protecting the environment while fostering connections through shared spaces. She is a strong advocate for using local suppliers and employing local workforces in development projects, ensuring that investment and profit remain within the community to build long-term economic resilience. An experienced board member, Kim is deeply committed to ensuring that local families have access to quality homes and opportunities to prosper in their own rohe. Her work reflects a balance of practical leadership and a heartfelt dedication to people, place, and sustainable prosperity.

Waipuna Grace

Waipuna Grace (Ngāti Toa, Ngāti Raukawa, and Te Ātiawa ki Whakarongotai) was born and raised in Kāpiti, where her whānau have strong and enduring connections across the rohe. With a solid background in community development, housing, and operational leadership — supported by a bachelor’s degree in Information Technology — Waipuna brings both technical expertise and deep cultural grounding to her work. Passionate about building connected, resilient communities, she champions initiatives that uplift whānau wellbeing and strengthen local identity. Her commitment to sustainable development, local procurement, and supporting Māori-led solutions ensures that investment, opportunities, and growth remain within the community. A dedicated advocate for whānau and place, Waipuna works across housing, creative, and community sectors to help families access warm, safe homes and meaningful pathways to thrive. Her leadership reflects a balance of strategic insight, practical experience, and unwavering dedication to people, whenua, and collective prosperity.

Greg Foster

I was born in the Waikato and grew up in Dunedin and Mosgiel. For the past decade, I have been living in Whitby. I have been the Territorial Director of Social Housing and Property for The Salvation Army (TSA) for the past ten years. During this time, TSA has grown to become one of the largest social housing providers in New Zealand. We are also one of the largest social housing builders in the country and aim to add up to 400 new homes to our portfolio over the next 24 months. TSA was the first Community Housing Provider to raise capital on the bond market using Community Finance, and several KiwiSaver Funds, including Simplicity and Generate, are investing in our programme. Before my current role at TSA, I spent 30 years working overseas in various countries, including the USA, Bangladesh, Jordan, Tanzania, South Africa, and Slovakia. During this period, I was involved in building or renovating tens of thousands of houses. I hold a bachelor's degree from Otago University and a master's degree from Eastern University, Philadelphia. I am really excited to be part of the trust as I am keen to learn from the other directors as well as share my experiences, in order to provide the Kapiti Coast with better housing solutions for all. I am especially invested in the trust, as I intend to move out to the coast in the next few years.
