Why we exist
Mō Tātou. Kāpiti Housing Solutions was established to support a more coordinated and long-term approach to housing across the Kāpiti Coast district.
The Trust was formed following work led by the Kāpiti Coast District Council to advance affordable housing opportunities. The intention was to create an independent entity that could take on a more active role in delivering and managing housing over time.
Our trustees bring together deep experience across community housing, local government, social services, infrastructure, and kaupapa Māori leadership. This breadth of experience has been central to shaping the Trust’s direction, ensuring it is grounded in both practical delivery and a strong understanding of community need.
Since its establishment, the Trust has been focused on building the foundations required to operate effectively, while at the same time progressing its first housing project.
This early phase has been about putting the right structure, relationships, and approach in place—so that the Trust is well-positioned to deliver housing and manage it responsibly over the long term.
Our role as a Trust
Our role is to bring structure, capability, and long-term thinking to housing across Kāpiti:
Unlock opportunities to build safe, warm, dry, and affordable homes
Partner widely with iwi, central government, community housing providers, developers, and social services
Explore innovative models to support different housing pathways
Keep people and whānau at the centre, ensuring our projects reflect the needs and aspirations of the Kāpiti community

Our Team
Chair: community housing leader | former CEO, Dwell Housing Trust | extensive governance and sector expertise.
Alison Cadman
Alison has spent more than two decades in the community housing sector, including over 20 years with Dwell Housing Trust, where she served as Chief Executive until 2024.
Alison brings deep experience across housing delivery, governance, and sector development, as well as advisory and mentoring roles across Aotearoa.
Alison was awarded a Churchill Fellowship in 2013, focusing on the growth of not-for-profit housing organisations internationally.
Reverend Murray Edridge
Social services leader | Wellington City Missioner | Public sector and governance experience.
Murray is the Wellington City Missioner and has worked alongside children, families, and communities across Aotearoa for over 20 years.
His background includes Chief Executive of Barnardos New Zealand and senior leadership roles within the Ministry of Social Development, alongside extensive governance experience across the community sector.
Based in Waikanae, Murray brings a strong commitment to long-term community wellbeing.
Kim Tahiwi
Housing and finance expertise | Iwi leadership | Ōtaki community advocate
Kim (Ngāti Toa, Te Ātiawa, Ngāti Raukawa ki te Tonga, Muaūpoko) brings expertise in finance and housing development, alongside deep connections to Ōtaki and the wider rohe. S
he is a strong advocate for sustainable, community-led development that supports local whānau and strengthens long-term economic resilience.
Kim’s work reflects a commitment to protecting the environment, supporting local enterprise, and ensuring communities remain connected to place.
Cindy Foote
Property management expert | SME Business Director | Lifelong Kāpiti resident.
Cindy brings more than 30 years of experience across private, public, social, and community housing.
As Director of Jade Property Management, she oversees a portfolio of over 570 properties across the Kāpiti Coast and wider Wellington region.
A lifelong Kāpiti resident, Cindy combines deep local knowledge with practical expertise in housing management and tenancy.
Greg Foster
Housing delivery leader | Large-scale development | International experience
Greg brings deep expertise in building and scaling sustainable housing programmes.
His experience spans large-scale housing delivery, funding innovation, and international development, having worked across multiple countries over 30 years.
Greg is the Territorial Director of Housing and Property for The Salvation Army in New Zealand, where he has helped grow one of the country’s largest community housing portfolios.
Waipuna Grace
Kaupapa Māori leadership | Community development | Housing and wellbeing
Waipuna (Ngāti Toa, Ngāti Raukawa, Te Ātiawa ki Whakarongotai) brings experience across housing, community development, and operational leadership, grounded in strong cultural and local connections to Kāpiti.
She is committed to strengthening whānau wellbeing and supporting Māori-led solutions that keep investment and opportunity within the community.
Waipuna’s work focuses on building connected, resilient communities through practical, locally grounded approaches.

Phillip Stroud
Phillip is a Reikorangi-based leader with more than 25 years’ experience across housing, infrastructure, and community development. He has led major programmes within Kāpiti Coast District Council and the Ministry of Housing and Urban Development, supporting the delivery of thousands of homes across New Zealand.
Phillip is known for bringing iwi, councils, and communities together to deliver practical, long-term solutions grounded in place.
