Addressing the need

Kāpiti is experiencing increasing pressure on housing, including rising costs, limited supply, and changing community needs.

These challenges require a coordinated, long-term response — one that connects planning, delivery, and ongoing management, and works across council, government, iwi, and community.

Our progress

Establishing the Trust

Alongside our project work, a key focus over the past 12 months has been establishing Kāpiti Housing Solutions as a strong, independent community housing trust

This has included building the foundations required to support long-term housing outcomes across the district — from governance, policies, and processes, through to partnerships, funding pathways, and our approach to community engagement.

With a governance-led model, this has been a hands-on period for the Board, working to ensure the Trust is well-positioned to both deliver housing and manage it responsibly over time.

Ōtaki – Rangiuru Road

Our first development opportunity is in Ōtaki

Funding has been secured through the Ministry of Housing and Urban Development to support housing on what is currently a council-owned site.

We are working through the transfer of this land asset to the Trust, alongside progressing planning, consenting, and early community engagement with partners to ensure the development reflects local needs and is well integrated into the surrounding neighbourhood.

This is a staged project, with key planning and delivery milestones anticipated across 2026–2027.
